I give up! Where is the white spacer?

Ok, what the hell is a white spacer and where the hell is it? What is its function? ( Just frustrated after reading all the threads about it ). Just bought a new 2003 LS 650 and am about to put after market pipes on. By the way, the main jet was #145 on this bike, went to a #152.5 and a spacer under the needle, half turn out on the mixture screw. It runs great.
